An Annual General Meeting is where a society’s biggest decisions get made — budgets approved, committees elected, major expenses authorized — and it’s often run the least rigorously of anything a society does. Quorum is eyeballed, not counted. Votes are a show of hands nobody records by name. And it’s not unusual for a member who owns three flats to informally end up with three votes, even though the law says otherwise.
Quorum, calculated — not estimated

Section 27 of the Act is specific: voting eligibility follows membership, not the number of units a member owns. A resident who owns three flats in the same society still casts one vote, the same as a resident who owns one.
